CONATEL (the Haitian Telecomm regulator) has set up temporary offices and released a public notice. Amateurs wishing to operate in Haiti to assist with disaster relief need to contact CONATEL to get formal reciprocal operating clearance. The text of the CONATEL public notice is as follows: CONATEL NOTICE The National Council of Telecommunications (CONATEL) hereby notifies the general public, and those particularly impacted, that following the widespread damage caused by the violent earthquake of January 12, 2010, a satellite office of CONATEL was installed at Number 97 of the Avenue Panaméricaine in Pétion-Ville with the goal of assuring the continuity of its work. This arrangement will allow, among other things, better coordination for establishing a temporary emergency telecommunications network in Haiti. WRTC Qualifying Shootout in 2009 Russian DX Test
It's March Madness in this year's Russian DX Contest, as for almost the entire world, this is the final qualifier for the 2010 World Radiosport Team Championships in Russia. Team leader slots could be at stake in a number of qualifying regions, especially in the US, where a victory in Russian DX might mean the difference between a WRTC ticket and staying home.

CQ WW RTTY Returns For Another Record Year
The record setting growth of RTTY contests will likely be on display this weekend as the CQ WW RTTY contest takes over the HF bands for a full 48 hours, kicking off the 2008 trifecta of CQ WW DX contests. The number of logs was up 14% in 2007 and that number is expected to grow even more in this 22nd running of this contest.
